XLSmart Bids Rp 1 Trillion to Secure Prime 700 MHz Spectrum

Jakarta, CNBC Indonesia - The Ministry of Communication and Digital (Komdigi) has completed the auction of the 700 MHz and 2.6 GHz frequency bands. For the 700 MHz band specifically, XLSmart submitted a bid of Rp 1 trillion.

In Komdigi’s official statement, XL Axiata secured a 30 MHz block (2x15 MHz). The company’s total bid for this frequency band was Rp 1,060,200,000,000.

Meanwhile, Telkomsel submitted a bid for 20 MHz (2x10 MHz) with a total offer of Rp 642.5 billion. Indosat submitted a bid for 20 MHz (2x10 MHz), with a total offer of Rp 507,480,000,000.

The price auction stage was carried out on 7 July 2026, with frequency block selection taking place on 8-10 July 2026.

Selection participants were also given the opportunity to submit objections to the selection results. These must be submitted in writing with supporting evidence to strengthen the objection. Objections may be submitted until Tuesday, 14 July 2026 at 15:00 WIB.

If there are no objections, the report and recommendations will be submitted to the Minister of Communication and Digital. Participants on the list will only be officially declared winners once the Minister issues the decision confirming the winning bidders.

“In addition to being obliged to pay the Radio Frequency Spectrum Usage Rights Fee for the Radio Frequency Band Permit (BHP IPFR) in accordance with prevailing laws and regulations, the winners of the selection also bear the important task of realising inclusive digital sovereignty,” Komdigi explained.

The winners are also required to carry out several obligations within the next 5 years at the latest, namely:

• rolling out 4G evenly across villages/urban wards selected from a total of 538 villages/wards designated by the Ministry

• accelerating 5G in committed cities/regencies, with a target of achieving a minimum of 51% of national population coverage
