XL Explains Where Unused Internet Quota Goes After Expiry
Chief Marketing Officer of PT XLSmart Tbk (EXCL), or XLSMART, Sukaca Purwokardjono, explained where the unused internet quota that expires goes.
Sukaca stated that operators do not gain any profit from the unused internet quota that lapses.
“XLSMART does not obtain additional revenue due to the unused volume of quota by customers after the validity period ends,” Sukaca said during the hearing at the Constitutional Court (MK) regarding the material examination of Law Number 6 of 2023 on Job Creation, on Monday (4/5/2026), quoted from Kompas.com.
“In every product, we always include information on the quota size and validity period. Even when the package is activated, there is a notification informing the size of the package and its validity duration,” he explained.
So, where does the unused internet quota that has expired go?
Telecommunications services involve the utilisation of networks, which are heavily influenced by time.
“Meanwhile, telecommunications services are the utilisation of shared network capacity that is greatly influenced by time, location, and simultaneous usage behaviour,” he explained.
He provided this explanation during the Constitutional Court (MK) hearing questioning the unused internet quota scheme for petition numbers 33/PUU-XXIV/2026 and 273/PUU-XXIII/2025.
According to Adhi, customers purchase the right to access the internet network for a specific volume and period.
Thus, the quota is not a physical item but the purchase of access rights to the internet network.
He added that if telecom operators do not gain profit from the unused quota that lapses when the usage period ends.
This is because the public has long perceived that unused internet quota that lapses could bring material benefits to telecom operators.
“Mobile operators do not obtain additional benefits from the unused volume or data by customers within the time period chosen by the customers,” he clarified.
