i'm not sure i totally agree with your claim that internal corruption has been driving the domestic economy, however i know for a fact that recent "corruption crackdowns" in certain departments have made things extremely difficult for investors and people setting up businesses. corruption, petty and otherwise, helps to paper over poor or non-existant systems, and removing the corruption causes the defacto systems that have built up to collapse, causing bureaucratic paralysis. fuirthermore, key bureaucrats with powers to sign important documents go on extended leave because there is no longer any inducement to be present in their offices. thus, without implementing proper systems beforehand, these anti-corruption drives are actually damaging the economy.
