Witness's Account in Trial: Noel Reprimanded by Kemnaker Official via Phone After Refusing to Pay Money

JAKARTA, KOMPAS.com - The Director of PT Delta Indonesia Pranenggar, Sri Enggarwati, admitted that she was once reprimanded over the phone by an official from the Ministry of Manpower (Kemnaker) when she previously refused to pay the money that was demanded. Enggar conveyed this during her examination as a witness in the trial for the alleged corruption case of extortion in the processing of K3 certificates, with the defendants being former Deputy Minister of Manpower Immanuel Ebenezer alias Noel and others. “Yes, when I was still young, I was a bit, a bit bold, right Sir, but then I was called and scolded over the phone,” said Enggar during the trial at the Jakarta Corruption Court, on Thursday (9/4/2026). The official who reprimanded Enggar was not among those currently sitting as defendants. However, the effects are still felt to this day. At that time, the official who contacted Enggar was a Deputy Head of Subdivision or Head of Section. The person who demanded additional money to complete the certificate has also passed away. Enggar admitted she did not dare to resist or refuse requests from Kemnaker officials. “If we resist, we’re afraid, Sir, because we want our business to survive,” she added. This fear is deeply rooted and strong, even though Enggar’s business has endured for a long time. Even these unofficial costs were not dared to be mentioned by Enggar to Noel, who in 2025 held an audience with Occupational Safety and Health Service Companies (PJK3). Enggar, along with several members of the PJK3 Association, was received by Noel for an audience to request relief on the official Non-Tax State Revenue (PNBP) fees. Enggar admitted that neither she nor the other meeting participants dared to touch on the matter of unofficial fees.
