JAKARTA, KOMPAS.com - The Director of PT Delta Indonesia, Pranenggar Sri Enggarwati, appeared as one of the witnesses in the case of alleged corruption involving extortion in the processing of K3 certificates, with the defendant being former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer alias Noel, and others.

Enggar is no stranger to the world of permits and certificates. As one of the Occupational Safety and Health Service Companies (PJK3), she has been actively handling permits at the Ministry of Manpower since 2001. In 2006, she established the PT and has been active ever since.

As a long-time player, Enggar has witnessed many changes, with officials coming and going, but the ‘tradition’ of extortion persists, even deeply rooted.

“Since I handled the first PJK3 in 2006, it (demands for money) was already there. Even before 2006, that (in 2006) was the PT, sir, in 2001 I was at the foundation at that time (also demanded money),” said Enggar during the trial at the Jakarta Corruption Court, Thursday (9/4/2026).

In the early millennium, there was no PJK3 association yet, but unofficial money demands were already arriving.

“Demanded by the officials at that time, (now) deceased, sir. In the early days of PJK3, I was told there is this fund, that fund,” she explained.

“Yes, when I was still young I was a bit, a bit bold, sir, but then I was phoned and scolded, phoned,” she said.

The official who scolded Enggar was not among the current defendants.

This incident occurred in the past, around 2006, but its effects are still felt to this day.

At that time, the official who contacted Enggar was a Deputy Head of Subdivision or Head of Section. The person who demanded the additional money has also passed away.

Enggar admitted she did not dare to resist or refuse the demands from the Ministry of Manpower officials.

“If we resist, we’re afraid, sir, because we want our business to survive,” she said.

Enggar stated that to this day, her company and other PJK3s still have to pay a certain amount of money for their documents to be issued.

The amount of money paid also varies depending on the type of certificate issued by the Ministry of Manpower.

For example, for the issuance of the Decree on Appointment (SKP) for PJK3, it can cost Rp2.5-5 million per certificate.

Then, for skill certificates, it ranges from Rp300,000-500,000 per certificate, depending on the type of expertise, such as certificates for operators and technicians.

On the other hand, the Ministry of Manpower has already implemented official collections as a form of Non-Tax State Revenue (PNBP), amounting to Rp420,000.

“Madam, you mentioned here there are fees for K3 certificates, licences, and documents, from the official ones, right, madam, the PNBP is a total of Rp150,000 per certificate for certification and licence Rp120,000, and K3 documents Rp150,000. Is that correct, madam?” asked the Public Prosecutor (JPU).
