Witness Reveals Previous Audience with Noel Ebenezer, Requesting Leniency on Official Ministry of Manpower Fees
The Association of Occupational Safety and Health Service Companies (PJK3) previously held an audience with former Deputy Minister of Manpower Immanuel Ebenezer, alias Noel, to discuss the difficulties in paying the official fees for processing K3 certificates at the Ministry of Manpower.
This was revealed when the Director of PT Delta Indonesia Pranenggar, Sri Enggarwati, was examined as a witness in the trial for the alleged corruption case of extortion in processing K3 certificates, with the defendant Noel and others.
“So the push from all association members is that with the burden of Non-Tax State Revenue (PNBP), it’s extraordinary, especially for small PJK3 companies that have to pay upfront, making it heavy,” said Enggar in the trial at the Jakarta Corruption Court, Thursday (9/4/2026).
Before meeting Noel, the PJK3 association first discussed this with the Director of K3 Institutional Development at that time, Muhammad Idham.
“That’s (PNBP fee) around Rp 400,000 to more than Rp 400,000. The push is all demanding DPP, why stay silent, we go to Mr Director,” explained Enggar.
Enggar did not specify exactly when the meeting with Idham took place.
However, in that meeting, the PJK3 association requested leniency on official fees from the Ministry of Manpower.
This was deemed odd by the Public Prosecutor (JPU) because PJK3 companies are routinely asked for non-technical fees.
“So what Mrs is complaining about is the official PNBP?” questioned the prosecutor.
“Friends in PJK3 say they are charged more than Rp 400,000 (for official PNBP fees), not including non-technical, it’s heavy. So, we requested that the PNBP be set at Rp 150,000,” explained Enggar.
At that time, Idham did not dare to take action. As a result, PJK3 sent a letter to Noel, who was then the Deputy Minister.
“Finally, we just sent a letter to Mr Deputy Minister. And it was received, Alhamdulillah, by Mr Deputy Minister,” added Enggar.
