Witness Reveals Hundreds of Billions in Funds Flowing from Maktour Boss to House of Representatives
The former Chairman of the House of Representatives’ Special Committee (Pansus) for Hajj, Nusron Wahid, is alleged to have received hundreds of billions of rupiah from the President Director of PT Makassar Toraja (Maktour), Fuad Hasan Masyhur, and the former Minister of Religious Affairs, Yaqut Cholil Qoumas.
This was stated by the Director of PT Anugerah Citra Mulia, Ahmad Taufik, while testifying in the trial concerning the alleged corruption of additional Hajj quotas involving Yaqut at the Central Jakarta District Court on Thursday (01/10/2026).
According to the interrogation reports (BAP), Taufik admitted to having heard news regarding the receipt of money by Nusron Wahid. The distribution of funds to Yaqut was allegedly managed by his special staff, who is also a defendant in this case, Isfah Abidal Aziz, also known as Gus Alex.
“Further information came from Fahd El Fouz A Rafiq (a Golkar Party politician). While the Special Committee was in session, hundreds of billions of rupiah entered Nusron Wahid through Fuad Hasan Masyhur and Yaqut Cholil Qoumas through intermediaries, which led to the cessation of the House Hajj Special Committee,” the KPK Public Prosecutor stated during the trial.
Fuad Hasan Masyhur has previously denied involvement in any criminal acts in this case. He was interrogated and prevented from travelling abroad by the KPK, but has not yet been named a suspect.
Based on Taufik’s interrogation report, the KPK Public Prosecutor revealed that Taufik obtained information from several members of the House of Representatives regarding the existence of additional 2024 Hajj quotas provided by the Special Hajj Organisers (PIHK) to the National Mandate Party (PAN) faction. One of them was the Chairman of Commission VIII, also from PAN, Ashabul Kahfi, who is part of the Hajj management commission.
“Regarding the quota provided through the House of Representatives quota, it is alleged that the acceleration fee was not given to the Ministry of Religious Affairs, but rather to the House of Representatives,” the KPK Public Prosecutor stated.
The KPK Public Prosecutor also touched upon the flow of funds from the additional quota costs managed by Fuad Hasan.
“The flow of funds from the additional quota costs was managed by Fuad Hasan Masyhur. The costs for the additional Hajj quota managed by Fuad Hasan Masyhur were allegedly used for payments to the House Hajj Special Committee,” said the KPK Public Prosecutor.
After reviewing the interrogation report, Taufik initially intended to respond, but his attempt was prevented by the KPK Public Prosecutor. The prosecutor only sought to confirm the information that Taufik had heard.
“That is what I heard. But sir, inside that room (during the interrogation by KPK investigators), we could no longer amend the written record,” Taufik said.
