Witness Reveals Bribe Envelope Code '1' Allocated to the Director General of Customs

Prosecutors say there is an envelope intended for the Director General of Customs with code number 1 in the bribery case over the importation of goods at the Directorate General of Customs. The witness, Orlando Hamonangan Sianipar alias Ocoy, who serves as Head of the Customs Intelligence Section I of the Directorate of Enforcement and Investigation, said the envelope coded ‘1’ was given to the former Director of Enforcement and Investigation at the Directorate General of Customs, Rizal.

Ocoy disclosed this during a hearing held at the Jakarta Corruption Court on Wednesday, 20 May 2026. At first, the defence counsel for Blueray, Dinalara Butar Butar, asked Ocoy who held the envelope coded ‘1.’

“That Number 1 earlier, Sir Prosecutor said there was a name Pak Djaka mentioned—who is the person who holds it?” asked the defence.

“Sorry, ma’am, I can’t… I don’t know who owns the number one,” Ocoy replied.

Dinalara then asked Ocoy where the envelope coded 1 was given. Ocoy said he gave the envelope to Rizal, who is now listed as a suspect in taking the bribe.

“Basically there are numbers 1, 2, 3. So, number 1, to whom did you give it?” asked Dinalara.

“To Mr Rizal,” Ocoy replied.

Dinalara then again asked Ocoy about the purpose of envelope number 1. Ocoy insisted he did not know.

“Not sure who it’s for? Or did the payer tell you, ‘This one’s for this person,’ that kind of thing?” asked Dinalara.

“Don’t know, ma’am,” Ocoy answered.

“Not know, eh. You won’t dare to ask, are you? Not brave to ask that of Mr Rizal?” asked Dinalara.

“Not brave, ma’am,” Ocoy replied.

Earlier, KPK prosecutor M Takdir Suhan mentioned that there is an envelope designated for the Director General of Customs with code number 1. Ocoy admitted he did not know who owned the envelope with code number 1.

“Very well, with the panel’s permission, we reaffirm that Sales 2, 1 is the Director General of Customs. Its value is S$213,600. We are the ones asserting that, because we have the evidence. 1, 2, 1, 2, 3—do you understand?” asked Takdir.

“Number 1 I do not know, Sir. Number 2 I know, number 3 I know, Sir,” Ocoy replied.

In this case, the KPK prosecutors have charged three Blueray Cargo executives in the bribery case relating to the importation of goods at the Directorate General of Customs (DJBC). The three defendants are Defendant I John Field, head of Blueray Cargo; Defendant II Deddy Kurniawan Sukolo, Operational Manager of Blueray Cargo; and Defendant III Andri, head of the Blueray Cargo documents team.

The prosecutors say the three provided money totalling Rp 61.3 billion in the form of Singapore dollars. In addition to money, the prosecutors say the three are charged with providing various facilities and luxury goods valued at Rp 1.8 billion.
