Witness in Noel Trial Admits Paying Rp 100 Million/Year for K3 Certification Processing
Director of PT Barito Sarana Karya (BSK), Rony Sugiarto, admitted to providing non-technical payments of around Rp 100 million per year to process K3 certifications at the Ministry of Manpower. These payments were made when collecting the Operator Permit (SIO).
Rony made this statement while serving as a witness at the Central Jakarta Corruption Court on Monday (6/4/2026). The defendants in the trial are former Deputy Minister of Manpower Immanuel Ebenezer (Noel) and ten other defendants.
Initially, Rony stated that the handover of non-technical payments at the Ministry of Manpower had been carried out by previous leadership at PT BSK. He claimed to have merely continued the practice.
“Can you explain how these non-technical costs came about?” asked the prosecutor.
“What I experienced myself, I continued from the previous leadership, sir,” replied Rony.
Rony said that PT BSK initially handed over non-technical payments worth Rp 500,000. Then, the amount was negotiated down because PT BSK felt it was too expensive, resulting in Rp 250,000 per SIO.
“How is the non-technical payment calculated?” asked the prosecutor.
“The last one was Rp 250,000 per SIO,” replied Rony.
“How much before that?” asked the prosecutor.
“As far as I remember, I was taught by my previous leadership that it was initially Rp 500,000, and after we objected because it was too expensive, it was negotiated down to Rp 250,000,” replied Rony.
Rony stated that the money was handed over in cash. He said that on average, the non-technical payments submitted by PT BSK amounted to around Rp 100 million per year.
“So on average, how much did you hand over?” asked the prosecutor.
“If I remember correctly from last year, in one year, sir, the calculation. In 2024, as far as I remember, around Rp 100 million,” replied Rony.
“In 2023?” asked the prosecutor.
“More or less the same, sir,” replied Rony.
There are a total of 11 defendants in this case. Their identities are as follows:
