Jakarta, VIVA – Deputy Chairman of DPR RI Commission XIII Sugiat Santoso revealed that one of the key points in the draft Witness and Victim Protection Bill (RUU PSDK) is to establish the Witness and Victim Protection Agency (LPSK) as a state institution.

“A key point of this RUU PSDK is the strengthening of LPSK to become a state institution,” said Sugiat when contacted in Jakarta on Monday, 13 April 2026.

Sugiat stated that Commission XIII of DPR RI also hopes that this legal framework will position LPSK on par with other law enforcement institutions, particularly in the context of victim and witness recovery.

“We hope that LPSK will be on par with other law enforcement apparatus in the context of victim and witness recovery,” he said.

According to him, there are several reasons why Commission XIII of DPR RI is striving as much as possible to elevate LPSK’s status to an official state institution. One of them is that LPSK’s position so far has not been sufficiently recognised when handling witnesses and victims of criminal acts.

“I think this is a forward step from this law revision; it’s one of the forward steps, right,” he said.

This legislator from the Gerindra Party Faction emphasised that the government in principle agrees with all inputs and proposals outlined by Commission XIII of DPR RI in the RUU PSDK draft.

For Sugiat, the approval to elevate LPSK’s status to an official state institution and on par with other law enforcement institutions is a forward step for the government of President Prabowo Subianto.

“If the government in principle agrees, the government and DPR agree that LPSK’s institutional status is elevated to a state institution; this is a forward step in Mr Prabowo’s government,” he stated.

On the other hand, this People’s Representative from the North Sumatra III electoral district emphasised that the RUU PSDK shares the same spirit as the new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP). “So not only corrective justice, but also restorative justice,” he stressed.

The RUU PSDK has been approved by DPR RI Commission XIII together with the government, represented by Deputy Minister of Law and Human Rights Edward Omar Sharif Hiariej, to be brought to the Plenary Session. The approval was taken in a working meeting of DPR RI Commission XIII with the Ministry of Law today.

Sugiat hopes that the RUU PSDK can be brought to the agenda of the nearest Plenary Session to be enacted into law (UU). “In the next DPR Plenary Session, we hope this is already finalised, approved at the second stage, right,” said Sugiat.
