Without Old Owner's ID, STNK Renewal Requires Filling Out Block and Name Transfer Form
JAKARTA, KOMPAS.com – Good news for owners of used vehicles who often face administrative obstacles. Now, the requirement to show the old owner’s ID during annual STNK validation has been officially replaced with a new mechanism involving the completion of a declaration form at Samsat.
This means that the public wishing to renew their STNK only need to bring the new owner’s ID and the vehicle’s STNK, without the hassle of seeking the previous owner’s identity.
This policy is currently in effect in West Java, although Korlantas Polri plans to expand its implementation nationwide.
“Yesterday we agreed with the Governor (of West Java) that in the process of validating motor vehicles that have changed ownership, we will still accept it,” said Wibowo, to Kompas.com (14/4/2026).
“So the public can proceed to the tax payment process. But we direct them to immediately transfer the name,” he said.
“That’s why when this happens, the public comes to pay taxes, wants to validate a vehicle that has changed hands or ownership, we will provide a declaration form at Samsat,” said Wibowo.
The form contains a statement that the applicant is the legitimate owner of the vehicle, a request for future data blocking, and a commitment to carry out the name transfer in the following year.
“The regulation is like that. So now the public comes to Samsat, and it turns out that person is the new owner and does not match the STNK or the motor vehicle documents, we still serve them. But we direct them,” said Wibowo.
Nevertheless, the government continues to emphasise that this step is only a temporary solution, so vehicle owners are still urged to promptly carry out the name transfer so that ownership data is accurate and avoids potential problems in the future.
