'Wisanggeni' Tin Letter Triggers Exposure of Alleged Extortion in K3 Certification at Ministry of Manpower

JAKARTA, KOMPAS.com - The ‘tin letter’ served as the entry point for uncovering allegations of extortion practices in the processing of Occupational Safety and Health (K3) certificates at the Ministry of Manpower.

In the continuation of the trial for the case, the defendant Fahrurozi admitted that he began to grow suspicious after receiving numerous anonymous reports about rogue employees demanding money in the certification process or non-technical fees being deposited from K3 service companies (PJK3).

‘Yes, there were indeed many tin letters, complaint letters. That was actually the trigger for me to think, wow, this means I should ask what kind of money that is. That’s actually it, sir,’ said the Director General of Workplace Inspection and K3, Fahrurozi, during the trial on Thursday (7/5/2026).

He stated that the contents of the tin letters alluded to suspicions of rogue employees demanding money in the certification process.

Fahrurozi admitted that he had reported the tin letters to the relevant minister and director general for follow-up.

However, after investigation, the reports were deemed unclear in their sources.

‘When traced, there was no one named ’Wisanggeni’ if I’m not mistaken, and no such office, none,’ he said.

‘So, the conclusion from those tin letters was no follow-up,’ he added.

Fahrurozi acknowledged receiving a sum of money from the Director of Institutional Development, Hery Sutanto, which is suspected to come from non-technical funds.

‘Yes, I received it, but I considered it honorarium,’ he said.

He mentioned that the first receipt occurred around June 2024 with an initial amount of Rp 20 million.

The total money he received was said to amount to around Rp 100 million.

‘Initially 20 million. Total Rp 100 million,’ he said.
