The House of Representatives (DPR) has approved the Bill on the amendment to Law Number 4 of 2023 concerning Financial Sector Development and Strengthening (P2SK). This P2SK Law will regulate the Daya Anagata Nusantara Investment Management Agency (BPI Danantara) to issue special debt securities, namely Patriot Bond and Merah Putih Bond. Rumours circulated that Indonesians with savings exceeding Rp 3 billion would be required to purchase these bonds. Purbaya stated he had not heard of such an obligation, though he was unaware of any latest updates. He said the president had never mandated the purchase of the debt securities for Indonesian citizens with savings above Rp 3 billion. “Is it mandatory? Not that I know of. But I don’t know if things have changed. As far as I know, the President never said it was mandatory,” he stated when met at the DPR RI complex. Despite the absence of such an obligation, Purbaya explained that the government would provide incentives for purchasers of Patriot or Merah Putih Bonds, making them highly attractive for investors or capital owners. He did not disclose the form of the incentives. Purbaya previously stated that the issuance of Patriot Bond and Merah Putih Bond is believed to strengthen capital mobilisation to support development financing and national economic growth amidst high global uncertainty. He expressed hope that the issuance could expand long-term funding sources for national strategic projects while strengthening Danantara’s investment capacity. He assured that the issuance of these special debt securities would not be carried out carelessly, adding that it would be governed by a strategy, management policy, and risk control managed professionally, accountably, and based on sound business considerations.
