The government is currently implementing budget efficiency measures following the significant potential pressure on energy subsidy expenditures, a consequence of the high volatility in global crude oil prices. Cuts to ministers’ or state officials’ salaries are even being discussed. This includes incentives for civil servants provided annually, namely the 13th-month salary in June. Nevertheless, Finance Minister Purbaya Yudhi Sadewa emphasised that the government is still studying efficiency options for the 13th salary. He confirmed that no decisions have been made regarding any reductions to its components. “It’s still being studied, later, wait,” said Purbaya at his office in Jakarta on Tuesday (7/4/2026). As is known, the scheme for paying the 13th-month salary this year has been established in Government Regulation (PP) No. 9 of 2026. The 13th-month salary will be paid to Civil Servants (PNS), prospective PNS, Government Employees with Work Agreements (PPPK), TNI soldiers, Polri members, and state officials. The components received by civil servants in the 13th salary include base salary, attached allowances, and performance allowances in accordance with applicable provisions. “The thirteenth salary is not subject to contribution deductions and/or other deductions based on statutory regulations,” states Article 16 paragraph 2 of Government Regulation No. 9 of 2026. Meanwhile, for leaders, members, and non-civil servant employees serving in government agencies, the 13th salary will be given in the following amounts: 1. Leaders and Members of Non-Structural Institutions: a. Chairman/Head or equivalent - Rp31,474,800.00 b. Deputy Chairman/Deputy Head or equivalent - Rp29,665,400.00 c. Secretary or equivalent - Rp28,104,300.00 d. Members - Rp28,104,300.00 2. Non-Civil Servant Government Employees in Non-Structural Institutions and Officials whose Financial Rights or Administrative Rights are equated or at the level of Echelon/Officials: a. Echelon I/Senior High Leadership Officials/Middle High Leadership Officials - Rp24,886,200.00 b. Echelon II/Primary High Leadership Officials - Rp19,514,800.00 c. Echelon III/Administrator Officials - Rp13,842,300.00 d. Echelon IV/Supervisor Officials - Rp10,612,900.00 3. Non-Civil Servant Government Employees serving in Government Agencies including Non-Structural Institutions and New State Universities based on Presidential Regulation No. 10 of 2016, as Implementing Officials with education levels: a.
