The Indonesian government is reinforcing its enforcement of digital space governance by issuing an ultimatum to the Wikimedia Foundation to promptly fulfil its obligation to register as a Private Electronic System Operator (PSE). This action is viewed as a demonstration of the state’s firmness in safeguarding digital sovereignty amid the dominance of global platforms. The government emphasises that all digital entities operating in Indonesia must comply with national laws. Chairman of the Cyber Security and Communication Research Institute (CISSReC), Pratama Dahlian Persadha, regards the policy as an appropriate step in upholding Indonesia’s digital jurisdiction. He stated that the PSE registration requirement is not merely an administrative matter but concerns regulatory equality between the state and global digital service providers. “The government’s firm action can be seen as an affirmation of Indonesia’s digital sovereignty amid the dominance of global platforms,” Pratama said on Wednesday. According to him, many cross-border digital entities have operated in Indonesia without clear legal presence, creating an asymmetry between state authorities and service providers. Pratama emphasised that by mandating PSE registration, the message is that every platform utilising Indonesia’s digital market must submit to national regulations. “In this context, the action can be deemed appropriate as an effort to enforce digital jurisdiction,” he said. Nevertheless, he reminded that the government’s approach should still consider strategic communication to avoid negative perceptions from the global community. Platforms like Wikipedia, he noted, are often regarded as non-profit entities based on open knowledge, thus requiring a proportional approach. He also assessed that similar steps have been taken by many other countries in regulating digital platforms. In India, for example, the government requires digital platforms to appoint local representatives and comply with certain content removal mechanisms through information technology regulations.
