Wikipedia Block Averted, Here's the San Francisco Boss's Promise to Komdigi
Jakarta, CNBC Indonesia - Minister of Communication and Digital Meutya Hafid has revealed the latest developments regarding the registration process for Electronic System Operators (PSE) by the Wikimedia Foundation, which manages the Wikipedia platform.
The government states that the process has entered the initial stage following constructive meetings between the two parties since 23 April.
Meutya explained that since that date, the government has engaged in direct communication with the Wikimedia Foundation’s headquarters in San Francisco.
Representatives from the organisation were also sent to the Ministry of Communication and Digital office to discuss further steps in person.
“Since 23 April, there have been constructive meetings with the Wikimedia Foundation. We have been in direct contact with the headquarters in San Francisco, sending representatives to the Komdigi office in person, and several matters were agreed upon, including a commitment to comply with applicable laws,” Meutya said during a press conference at the Komdigi office on Tuesday (28/4/2026).
She emphasised that this commitment relates to the obligation to register as a PSE in accordance with applicable regulations in Indonesia, namely PP No. 71 of 2019 and Kominfo Ministerial Regulation No. 5 of 2020.
These rules apply to all electronic system operators without exception, whether local or foreign platforms, and commercial or non-profit entities.
According to Meutya, this obligation is carried out within the framework of protecting consumers as users of digital services in Indonesia. Thus, all platforms operating in Indonesia must adhere to national laws.
“This is done to protect consumers as users, and accordingly, it means that all platforms must comply with the laws applicable in Indonesia,” she stated.
Furthermore, Meutya conveyed that today, the Wikimedia Foundation team along with Komdigi has carried out the initial stage of PSE registration through the submission of documents. The government targets that the process can be completed soon.
“For today, the Wikimedia Foundation with the team from Komdigi has carried out the initial stage of registration, namely submitting files to Komdigi to be completed soon,” she explained.
She reiterated that this process is conducted based on principles of fairness and accountability, so no platform receives special treatment. All electronic system operators are required to follow the same provisions.
“This applies again to everyone; there must not be one that does not. Because certainly, the principles of accountability and fairness must apply to all,” Meutya said.
According to her, the Wikimedia Foundation also stated that it respects the Indonesian government’s steps in enforcing the rules that have been in place since 2019.
“From the Wikimedia Foundation’s side, they also said they respect Komdigi’s steps within the framework of enforcing the law, which is not arbitrary; this has been since 2019,” she concluded.
