Wikimedia Finally Registers as PSE, Complies with Platform Obligations in Indonesia
JAKARTA, KOMPAS.com - Communications and Digital Minister Meutya Hafid announced that the Wikimedia Foundation has started the registration process as an Electronic System Operator (PSE) after intensive communication with the government.
Meutya stated that the step taken by Wikimedia represents the platform’s commitment to complying with applicable regulations in Indonesia.
“There is already an agreement, including a commitment to comply with the laws in force in Indonesia,” Meutya said at the Kemenkomdigi office in Jakarta on Tuesday (28/4/2026).
This regulation applies to all electronic system operators, both local and foreign, as well as commercial and non-profit entities.
“All PSEs must register. Whether foreign or local PSEs, whether for-profit or non-profit,” Meutya said.
Meutya explained that the Wikimedia Foundation’s registration process has entered the initial stage of submitting documents to Kemenkomdigi and is targeted to be completed soon.
“This is within the framework of user protection and law enforcement. All platforms must comply with the applicable regulations in Indonesia,” Meutya said.
In addition, the government also appreciates the cooperative attitude of the Wikimedia Foundation, which respects national policies regarding digital platform governance.
On the same occasion, Meutya also mentioned TikTok’s actions in addressing around 1.7 million child accounts.
She stated that this figure is equivalent to the population of Bahrain, illustrating the large scale of the enforcement carried out.
The government hopes that steps towards transparency and compliance, such as those taken by TikTok and the Wikimedia Foundation, will be followed by other digital platforms.
Previously, the government threatened to block the Wikimedia Foundation if it did not complete the registration process as an Electronic System Operator (PSE).
“Kemenkomdigi will block Wikimedia services, including the Wikipedia Indonesia online encyclopedia ecosystem and Wikimedia Commons,” said Director General of Digital Space Supervision Alexander Sabar in a press release on Thursday (16/4/2026).
Alexander stated that the ultimatum was issued because the government is enforcing orderly and fair digital space governance for all electronic system operators.
“Kemenkomdigi has already granted an extension of time at Wikimedia’s request from last year,” Alex said.
