Why the Trade Minister Finally Signals Changes to Minyakita's HET
Trade Minister Budi Santoso has signalled plans to raise the maximum retail price (HET) for Minyakita, currently set at Rp 15,700 per litre since 2024. “That’s been in place for a long time, what year was it? Over three years, yes,” said Budi Santoso at the Office of the Coordinating Ministry for Food Affairs on Wednesday, 22 April 2026.
The statement was made by Budi Santoso after attending a coordination meeting with the Coordinating Minister for Food Affairs. In the meeting, Coordinating Minister for Food Affairs Zulkifli Hasan stated that the Trade Minister had requested changes to the price of Minyakita.
Zulkifli also asked the Ministry of Trade, the Financial and Development Supervisory Agency (BPKP), and related agencies to calculate adjustments to the maximum retail price. Afterwards, the results of those calculations will be discussed in a special meeting.
Meanwhile, the Director General of Domestic Trade at the Ministry of Trade, Iqbal Shoffan Shofwan, stated that changes to the HET would not solely involve increases. “It could decrease. It seems it will be adjusted according to the prevailing conditions,” he said.
Iqbal explained that the review of maximum retail price changes would consider several aspects, such as the current price of crude palm oil (CPO), packaging prices, and distribution. Adjustments to the maximum retail price, said Iqbal, would affect prices at the D1, D2, and retailer levels.
The selling price of Minyakita from producers to primary distributors or D1, which is the state-owned enterprise in the food sector, is currently Rp 13,500 per litre. Meanwhile, from D1 to D2 it is Rp 14,000 per litre, and from D2 to retailers it is Rp 14,500 per litre. Then, the retail selling price to consumers is Rp 15,700 per litre. Thus, said Iqbal, retailers receive a margin of around Rp 1,200 for each sale of one package of Minyakita.
Data from the Ministry of Trade records the price of Minyakita at Rp 15,926 per litre on Wednesday, 22 April 2026. Although it fell 0.10 per cent compared to the previous day, the price of Minyakita still exceeds the maximum retail price.
