Why so difficult to capture Tommy?

The police have been talking loudly about their attempt to
capture bigwig fugitive Tommy Soeharto and have even announced a
a bounty for Tommy's capture as was often done before, during
America's Wild West era.

How can it be so difficult to capture Tommy ? Or, perhaps, the
police in this country are no better than he. What about police
intelligence and detectives? Are they all incapable of doing
their job properly?

The police have searched many places, but to no avail. A
popular guy like Tommy, even if he had a thousand faces, should
not be able to fool police intelligence or detectives.
