Why MBG Electric Motorcycles Have Not Been Recorded as Definitive Assets
Deputy Head of the National Nutrition Agency (BGN) Agustina Arumsari stated that the procurement of 21,000 electric motorcycles for the heads of the Nutrition Fulfilment Service Units, or free nutritious meal kitchens (MBG), has been fully paid for this year. The procurement, which utilised the 2025 budget, resulted in a significant down payment component in the BGN’s expenditure.
During a presentation before House of Representatives Commission IX, Agustina said the down payment or pre-payment required for the purchase of the electric motorcycles amounted to Rp 243.9 billion. A subsequent payment after the procurement, or prepaid amount, for the electric motorcycles totalled Rp 167.5 billion.
Although the payment for the 21,000 electric motorcycles has been settled, she stated that these operational vehicles cannot yet be recorded as definitive machinery and equipment assets. “Because they are still under investigation by the prosecutor’s office,” Arumsari said during a hearing with House Commission IX on Friday, 17 July 2026.
The Attorney General’s Office is currently investigating a corruption case within the BGN, including the alleged buying and selling of MBG kitchen locations and the procurement of motorcycles for the SPPG heads. The prosecutor’s office has named former BGN Head Danan Hindayana and two former BGN Deputy Heads, Sony Sonjaya and Lodewyk Pusung, as suspects.
Prosecutors have also named Andri Mulyono, a Commissioner of PT Yasa Artha Trimanunggal, as a suspect. Yasa Artha Trimanunggal is the company that supplied the electric motorcycles for the SPPG.
The Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, explained that the commissioner of the electric motorcycle company is suspected of unlawfully manipulating and colluding with the BGN from the project planning stage through to the disbursement of funds. Andri Mulyono is suspected of actively communicating with the commitment-making official to follow up on the procurement plan, even though the official procurement process had not yet commenced.
At the time, PT Yasa Artha Trimanunggal was also known not to have met the requirements to be a provider. To get his company approved, Andri is suspected of engaging in unlawful communication with the BGN. “Even though PT Yasa did not have an active dealer or workshop, and did not meet the requirements to be an electric motorcycle vendor,” Syarief stated.
Furthermore, Andri is suspected of inflating the price of each electric motorcycle unit. The aim was to approach the available budget ceiling for the procurement.
