Why it's so difficult to eradicate corruption in Indonesia

Before I got married here we had to arrange a lot of paperwork in Jakarta, everywhere we went we paid extra to get it done quick but there was one place, I *think* it was the Foreign Affairs office that would not be hurried along. Come back tomorrow they said. Isn't there a way we can get it today? There is NO WAY, the lady said.

So assuming there are branches of govt that are not totally corrupt people should perhaps start there and see what they are doing right but in any case the general cultural obstacles are enormous.
