Why Did Prabowo Present the Macro-Economic Policy in Person at the DPR Plenary Session?
President Prabowo Subianto delivered in person the Macro-Economic Framework and the Core Principles of Fiscal Policy (KEM-PPKF) for the 2027 State Budget (RAPBN 2027) at the 19th Plenary Session of the Indonesian House of Representatives (DPR RI) during the Fifth Session Year of the 2025-2026 Legislative Session at the DPR/MPR complex in Jakarta on Wednesday, 20 May 2026. Prabowo said he spoke in person because Indonesia is currently facing geopolitical and geo-economic global challenges characterized by conflict, tension, and uncertainty.
‘We as a nation are now facing geopolitical and geo-economic challenges marked by conflict, tensions, and uncertainty. Wars are taking place in many places, even in Europe and the Middle East, and in regions that are far from us but which nonetheless have a very significant impact on our lives,’ Prabowo said in his speech monitored via the live YouTube broadcast of the Presidential Secretariat, on Wednesday.
‘Therefore, given the conditions we face, I am of the view that the President of the Republic of Indonesia must be present in person to articulate the core economic-policy thoughts and state management ideas,’ he added.
Prabowo noted that he has been sworn before the people and state institutions to uphold the 1945 Constitution, including protecting all Indonesian citizens, advancing the welfare and intellect of the nation, and safeguarding Indonesia’s role in global peace and order.
According to the President, the State Budget (APBN) is not merely a financial document but a tool in the nation’s struggle to protect the people, strengthen the foundations of the national economy, ensure citizens’ welfare, and serve as a guide for the nation’s journey forward.
The Head of State said the APBN is devised as a form of shared commitment to realise the nation’s ideals mandated by the 1945 Constitution, namely building an independent, sovereign, just, and prosperous Indonesia, standing on its own feet.
‘Our APBN is prepared as a form of shared commitment to realise the noble ideals enshrined in our Constitution — the 1945 Constitution. A Constitution born from the long struggle for independence, which has cost thousands, tens of thousands of our predecessors, and which seeks to achieve a sovereign, self-reliant Indonesia that is independent, sovereign, just, and prosperous, standing on our own feet,’ he said.
Prabowo becomes the first Indonesian President to deliver the introduction to the RAPBN, encompassing the macro-economic framework and fiscal policy priorities, in the presence of members of the DPR RI. The session was attended by 451 DPR members, thereby meeting the quorum as declared by DPR Speaker Puan Maharani.
In the plenary session, President Prabowo was accompanied by Vice President Gibran Rakabuming Raka and officials of the Red and White Cabinet. Also present were Bank Indonesia Governor Perry Warjiyo, OJK Chair Friderica Widyasari Dewi, and the Chair of the Board of Commissioners of the Deposit Insurance Corporation Anggito Abimanyu.
The DPR plenary session today discussed three main agendas: the government’s delivery of the KEM-PPKF RAPBN 2027; the Legislators’ Report on the evaluation of the second amendment to the 2026 Priority Prolegnas RUU; and the opinions of factions on the DPR RI’s initiative Bill on changes to Law No. 2 of 2002 on the Indonesian National Police, followed by decision-making to become a DPR-proposed bill.
