Whoosh Debt Restructuring Nearly Complete, Here's Danantara's Explanation
Chief Executive Officer (CEO) of the Daya Anagata Nusantara Investment Management Agency (Danantara Indonesia), Rosan Roeslani, has revealed that the debt restructuring scheme for the Jakarta-Bandung High-Speed Rail project, or Whoosh, is currently in the fine-tuning stage.
“The scheme is being fine-tuned, yes. But it will be conveyed directly by Mr Coordinating Minister for Infrastructure (Infrastructure and Regional Development, Agus Harimurti Yudhoyono),” Rosan said at the Ministry of Investment and Downstreaming/BKPM Office in Jakarta, as reported by Antara on Thursday, 23 April 2026.
When asked about the potential use of the State Revenue and Expenditure Budget (APBN) in the debt repayment scheme, Rosan declined to comment.
He stated that Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono would provide further details on the matter.
“It will be conveyed directly later, yes,” he said briefly.
Further, Rosan mentioned that talks regarding efforts to resolve the Whoosh debt have been discussed with the Chinese government.
“At that time, there was already a meeting by Mr Coordinating Minister for Infrastructure, Mr Finance Minister (Purbaya Yudhi Sadewa), and also us (Danantara). The solution is already there, and it will be followed up by the team to discuss with the Chinese side,” Rosan said.
“The solution is already there and yesterday we also did some sounding. Insha Allah, this can be completed,” added the man who is also Minister of Investment and Downstreaming/BKPM.
Previously, Finance Minister Purbaya revealed that the Whoosh project debt restructuring has been completed.
“It’s done (restructuring), just waiting to be announced,” he said in Jakarta on Wednesday, 22 April 2026.
The government has also conveyed the results to the Chinese government. This step was taken to maintain long-term bilateral relations and trust between the two countries.
“Yesterday I met the Chinese Finance Minister. This is related to the long-term relationship between Indonesia and China. I told the Chinese Finance Minister that it has been decided, just waiting to be announced,” said Purbaya.
