Whoosh and Transjakarta Face Potential Blocking as Komdigi Issues Warnings to 25 Applications
A total of 25 private Electronic System Providers (PSE) have been formally notified by the Ministry of Communication and Digital (Komdigi). The reason for this action is that these platforms have yet to fulfil their registration obligations as stipulated in the Minister of Communication and Informatics Regulation Number 5 of 2020 regarding Private Scope Electronic System Providers (PM Kominfo 5/2020).
Under Articles 2 and 4 of the regulation, both domestic and foreign private PSEs are required to register their electronic systems.
“Registration for private-scope PSEs is an obligation that must be met by every provider meeting the criteria according to applicable provisions. Through this notification, we are requesting PSEs to immediately complete their obligations and ensure that the services provided in Indonesia comply with statutory regulations,” stated Teguh Arifiyando, Director of Certification Supervision and Electronic Transactions at the Directorate General of Digital Space Supervision, Komdigi, in a statement released on Friday (18/09/2026).
The notification letters were dispatched on 16 September 2026. All PSEs have been instructed to complete their registration no later than 22 September 2026.
Of the 25 notified PSEs, 23 are domestic entities and two are foreign-based, spanning various sectors including transport, shipping, and other service providers. Notable names among those notified include the Whoosh high-speed rail platform, Cititrans, and Transjakarta.
Providers that have received the notification are required to undergo the registration process. Failure to do so will lead to follow-up sanctions, such as the blocking of services.
“If the registration obligation is not met by the specified deadline, we will take further action in accordance with statutory regulations, including the issuance of warning letters and the imposition of administrative sanctions in the form of access blocking,” Teguh emphasised.
