Who Has the Authority to Punish Illegal Parking Attendants?
JAKARTA, KOMPAS.com - The practice of illegal parking fees charged by parking attendants is often a source of complaints from the public in crowded areas.
The reasons vary, from a lack of information about official parking to a shortage of parking spaces.
In Blok M, South Jakarta, 10 illegal parking attendants were identified and banned from the area in late March 2026. However, this practice continues to be found in various places.
“So, actually, if we arrest people, as a civilian body, we don’t have the authority. The Department of Transportation is a civilian body; arresting civilians is not something we can do. So, in reality, this should be handled by law enforcement officials,” he said when contacted by telephone on Wednesday (13/5/2026).
Meanwhile, the police say they cannot immediately take action against illegal parking attendants without a basis or complaint.
“If it concerns regional revenue, the police will fully assist in the involvement of regulating regulations, regulating security systems, including parking that does not cause traffic congestion,” said Budi when met at the Metro Jaya Police Headquarters, Friday (15/5/2026).
He explained that follow-up action can be taken by the Department of Transportation and the Satpol PP (Public Order Agency).
However, the police can also take follow-up action if extortion is found in the illegal parking practice.
He explained that the Department of Transportation can indeed take action against illegal parking attendants, but not by imposing penalties.
“The Department of Transportation can take action, but it cannot impose penalties. The penalties are processed in the Summary Criminal Court, where the judge decides, but it must go through the Satpol PP as the Coordinating Public Prosecutor,” he said when contacted by Kompas.com, Friday.
According to Satriadi, the practice of illegal parking violates Jakarta Provincial Regulation Number 8 of 2007 concerning Public Order.
