Which Civil Servants Are Not Eligible for the 13th-Month Salary? Here's Why
JAKARTA – The government will begin disbursing the 13th-month salary for civil servants (ASN), retirees, and allowance recipients as early as Tuesday, 2 June 2026. However, not all civil servants are eligible for the additional income under existing regulations.
The disbursement is regulated under Government Regulation No. 9 of 2026 concerning the provision of holiday allowances and 13th-month salary to state officials, retirees, pension recipients, and allowance recipients in 2026.
The 2026 13th-month salary amount is based on the income components paid in May 2026. The government has confirmed that the 13th-month salary will not be subject to deductions for contributions or other charges, including pension credits, except for income tax borne by the government.
The regulation also addresses state officials or pension recipients with dual status, such as holding a state office or being an ASN retiree. In such cases, the 13th-month salary is granted once, at the highest amount.
Meanwhile, state officials or retirees who are also receiving widow or widower pensions will receive both payments. The 13th-month salary will be paid both as a pension recipient and as a widow or widower allowance recipient.
For civil servants and state officials retiring from 1 June 2026 onwards, the 13th-month salary payment will be handled by their last employing agency. This applies to state officials who begin post-retirement after that date.
However, the government has confirmed certain civil servants are ineligible for the 13th-month salary. Under Article 8 of Government Regulation No. 9 of 2026, civil servants, TNI soldiers, and police officers on unpaid leave are not entitled to the payment.
Additionally, civil servants assigned outside government institutions, domestically or internationally, where their salary is paid by the assigning institution, are also ineligible.
The government has confirmed several groups remain eligible for the 2026 13th-month salary, including civil servants, Government Employees with Work Contracts (PPPK), TNI soldiers, police officers, state officials, retirees, and non-ASN staff in certain government institutions.
