Where does the money go?

Applicants for the Indonesian citizenship taking their oath of loyalty at the West Jakarta court of justice have been sent letters telling them to come to the Bakom PKB (Agency for the Communication of National Unity) on Jl. Mangga Besar, Jakarta. There they will have to pay fees for the oath-taking procedure of between Rp 125,000 and Rp 250,000 per person. Payment is witnessed by not only officials of Bakom PKB, but also by officials from the West Jakarta court of justice. No receipts are issued, but the folders of the applicants are marked to show that the fees have been paid and the applicants' oaths can be taken.

There is not much applicants can do, although many of them have their objections since, before the naturalization process begun, applicants were required to pay Rp 650,000 per person through a BCA Bank transfer to Bakom PKB, Jl. Mangga Besar Raya, Jakarta.

My question is: Who are the beneficiaries of this oath-taking fee -- the Central Jakarta court or Bakom PKB? Would those in charge please explain so that this confusion may be clarified?
