When Witness Refuses to Implicate His Mother as Suspect in Noel Ebenezer K3 Certificate Case

Jakarta — A witness from a private company serving as a contractor for occupational safety and health (K3) certificate management at the Labour Ministry (Kemnaker) has declined to see his mother implicated as a suspect in the Immanuel Ebenezer case.

The witness presented at this hearing was Deka Perdanawan, operational director of PT Delta Indonesia. The company is led by Deka’s mother, Enggarwati.

The witness acknowledged that his company deposited approximately 4.4 billion rupiah to Kemnaker officials in the process of issuing K3 certificates, despite this being prohibited.

When asked about the position holder, Deka answered that it was his mother, Enggarwati. “Oh, your mother. But, has she not been processed criminally?” the judge asked during the hearing at Jakarta’s Corruption Court on Monday (2 March 2026).

Deka stated that his mother had previously been examined by KPK investigators as a witness.

“She has not been named as a defendant or suspect, to date?” the judge Lucy asked again.

Judge Lucy also questioned the source of the 4.4 billion rupiah that Deka’s company deposited to Kemnaker officials.

“If your company as mentioned deposited 4 billion rupiah, what was that for — how many certificates or licences? Could you provide an approximate figure?” Judge Lucy asked.

In this case, Noel Ebenezer, the former Deputy Labour Minister, is accused of receiving 6.5 billion rupiah through extortion related to K3 certificate and licence applications.

Other defendants in the case include Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irivian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Temurila.

According to prosecutors, this extortion scheme has been ongoing since 2021. The defendants are said to have coerced certificate applicants into providing money totalling 6.52 billion rupiah.
