When Will the KAI Land in Tanah Abang Be Developed into Flats?
The Ministry of Housing and Human Settlements (PKP) has confirmed that the construction of flats on land owned by PT Kereta Api Indonesia (Persero), or KAI, in the Tanah Abang area is still in the coordination and resolution phase for various administrative and legal processes before construction begins.
Director General of Urban Areas at the Ministry of PKP, Sri Haryati, stated that the Ministry of PKP is continuously coordinating with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) regarding the status and documents of the land.
“Now we are certainly continuing coordination with ATR/BPN. From the Directorate General of Dispute Resolution. There are already documents that need to be submitted,” said Sri in response to Kompas.com, when met at Menara BTN I, Jakarta, on Wednesday (13/5/2026).
According to her, there are several stages that must be fulfilled before construction can take place, including plans for cooperation with PT Astra International Tbk and KAI.
“Astra’s construction requires a kind of MoU (Memorandum of Understanding) with KAI,” Sri continued.
“Well, that is to identify what it will be like. So there must be cooperation with KAI at the beginning, what it will be like,” she said.
Regarding the legal status of the land, Sri said that the Ministry of ATR/BPN has shown the original ownership documents, which are said to have been recorded since 1922.
“(The Ministry of) ATR/BPN already has them and has also shown us the original documents. From the beginning, in 1922, I think. Then it changed to the Ministry of Transportation cq (casa quo) Railway Office. Then there is the HPL (Management Right) owned by KAI,” Sri stated.
She added that the government will still resolve the ongoing lawsuit without stopping the construction preparation process.
“Is there still a lawsuit? A lawsuit is fine. We will resolve it later,” she said.
When asked about the construction target, Sri Haryati mentioned the directive from the Minister of PKP for the project to start running this year.
She said that Astra is reportedly ready to build around 1,000 flat units in the area.
“Yes, the Minister’s directive is this year, Insya Allah. Astra wants to build a thousand units, right,” she emphasised.
