When will the Hajj quota case be handed to the prosecution? Explanation from the KPK chief
The handling of the 2023-2024 Hajj quota corruption case, which entangled former Religious Affairs Minister Yaqut Cholil Qaumas (YCQ), is still proceeding at the KPK. So when will the KPK complete the case for submission to the state prosecutors (JPU)?
“Yes, the process is still ongoing. Yes, the investigation process is still ongoing,” KPK Chairman Setyo Budiyanto told reporters in Anyer, Serang Regency, Banten, on Thursday (21 May 2026).
Setyo said investigators still have detention time for the suspects whose time has not expired. There are still several witnesses in this case to be questioned.
“The duration of the investigators’ authority to carry out arrests has not expired either. For Hajj, there are quite a lot of witnesses to be examined, you know,” he said.
“Therefore, with so many witnesses, I am confident that investigators must strive to gather [evidence] so that the file can be declared complete (P21) by the prosecutors; it must be truly maximal,” he added.
The investigation into the Hajj quota case, Setyo said, must be completed in full. The aim is that when the case goes to trial, all the documents are complete to be presented.
“Don’t just measure it by the number of witnesses, but also ensure there are no gaps. The hope is that everything is covered, so that at the trial stage everything is complete, yes,” he explained.
On Wednesday (20 May), the KPK investigative team again questioned Hilman Latief, the Director General of Hajj and Umrah (PHU) at the Ministry of Religious Affairs. This was his second time being questioned as a witness.
“In continuing the investigation into the Hajj quota case, today the investigators interrogated witness HL as the Dirjen PHU of the Ministry of Religious Affairs,” KPK spokesman Budi Prasetyo told reporters on Wednesday (20 May).
Hilman Latief was previously questioned by the KPK in September 2025. He was questioned for 11 hours by investigators and pressed on the flow of money in the Hajj quota corruption case.
In this Hajj quota corruption case, the KPK has named four suspects. They are:
Former Religious Affairs Minister Yaqut Cholil Qaumas (YCQ)
Former Special Staff to Yaqut, Ishfah Abidal Azis alias Gus Alex (IAA)
Operational Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM)
Chairman of the Kesthuri Association Asrul Azis Taba (ASR).
The KPK suspects Ismail and Asrul provided money to Yaqut as the former minister. The money was given through a mediator, namely former Special Staff to Yaqut, Gus Alex.
Ismail is alleged to have handed USD 30,000 to Gus Alex. He is also said to have handed USD 5,000 to the former Dirjen PHU Kemenag in 2024, Hilman Latief (HL).
The KPK notes that the state loss in this case reaches Rp 622 billion, according to calculations by the Audit Board of Indonesia (BPK).
