For years immersed in the property sector, Irene (56), a resident of Ngemplak, Sleman, in the Special Region of Yogyakarta, has never truly sought out a notary independently. She more often follows recommendations from brokers or trusted acquaintances.

In every transaction, the notary’s role is crucial, from drafting deeds of sale and purchase, binding agreements, to authenticating documents related to asset ownership.

For developers like Irene, choosing a notary is not merely about cost, but concerns trust and legal certainty in every process undertaken.

“I usually ask friends or brokers. The important thing is that the notary is communicative, quick, and reliable,” said Irene.

She also admits to tending to avoid notaries whose track records are unclear. For her, credibility is the primary consideration over other factors.

“If it’s still vague, I don’t dare,” she said.

She has followed this practice since entering the property field about 15 years ago. Over time, she has a number of regular notaries deemed trustworthy and understanding of her needs.

However, not all people have the same experience or network. For some, especially those dealing with deeds for the first time, finding a notary often becomes a confusing process.

Yet, every deed prepared by a notary carries legal consequences for the parties involved. Errors, such as mismatched data or dishonestly omitted information, can lead to problems later, including in land transactions.

In practice, notarial issues still frequently occur.

Data from the Yogyakarta Regional Office of the Ministry of Law records complaints against notaries reaching 50 cases in 2023, rising to 58 cases in 2024, and standing at 53 cases in 2025.

Although most complaints can be resolved, these figures indicate that notarial issues continue to arise over time.

This situation drives the need for a new approach in notarial supervision that no longer relies on conventional methods.
