Ceasefire negotiations in Egypt between Palestinian factions and mediators are facing a serious test after Nickolay Mladenov, the high representative of the Board of Peace, demanded that not a single bullet remain in Gaza.

Among the maximalist demands put forward by the Gaza oversight body established by US President Donald Trump are the complete disarmament of Hamas, the handover of maps detailing the tunnel network operated by the group, and even the confiscation of personal weapons belonging to Palestinian citizens in the enclave.

According to several sources involved in the talks in Cairo, the issue of surrendering Palestinian weapons has become the main obstacle to fully ending the war, which Palestinians refer to as Israel’s genocidal war on Gaza.

Palestinian officials argue that the requirement for total disarmament demonstrates that Mladenov is essentially facilitating Israel’s maximalist demands.

The current deadlock centres on ‘Clause 8’, a key part of the US-mediated ceasefire plan from October 2025. This clause details the conditions for disarmament, the management of military infrastructure in post-war Gaza, and the transfer of security responsibilities to a unified Palestinian body.

Sources familiar with the internal dynamics of the talks told Aljazeera that Hamas initially showed a very positive attitude towards the clause. For the first time, Hamas was willing to hand over an inventory and storage of heavy weapons, namely rockets, missiles, and Kornet anti-tank missiles believed to be held by the group.
