What Prabowo Will Present at the Plenary Session

President Prabowo Subianto will personally present the macroeconomic framework and the main policies of the fiscal policy, or KEM-PPKF, in the DPR’s Plenary Session today, Wednesday, 20 May 2026. Chairman of Commission XI of the DPR, Mukhamad Misbakhun, said that normally the macroeconomic framework and fiscal policy stances are delivered by the Finance Minister on behalf of the President. ‘Today it will be read directly by Mr President; this is becoming a new tradition,’ he said at the Parliament Complex in Senayan, on Wednesday, 20 May 2026. Misbakhun explained that the submission of KEM-PPKF is the initial round of discussions for the draft state budget (APBN) for 2027. He added that the Head of State will discuss a number of macro assumptions, ranging from economic growth, inflation, the rupiah’s exchange rate, the ICP for oil production and gas lifting, the indicative ceiling allocations for ministries and agencies, to sovereign securities (SBN) with a 10-year tenor. Rather than appearing at the plenary session due to the rupiah’s weakness, Misbakhun said the president’s attendance is because the Head of State wants the macro framework presentation to attract public attention. ‘Naturally the public will be waiting, and this will become a new tradition in constitutional governance,’ he said. Meanwhile, Deputy Speaker of the DPR Saan Mustopa said Prabowo is the first president in history to directly present the macroeconomic framework and the main policies of fiscal policy. ‘The plan is like that, so for the presentation of the macroeconomic framework, and also the main fiscal policy points, to be delivered directly by the President,’ said the NasDem politician at the DPR Complex, Jakarta, on Tuesday, 19 May 2026. The Gerindra party politician declined to comment on the reasons behind the Head of State’s decision. ‘There is no rule that prevents a President from presenting directly. It is permissible. This is an introduction to the drafting of the APBN 2027,’ he said, on Tuesday.
