What is the NIB that Content Creators Must Now Possess? Here's How to Register

Indonesia’s digital economy ecosystem has officially entered a new chapter with the legal recognition of the content creator profession. Statistics Indonesia (BPS) and the Ministry of Investment/Investment Coordinating Board (BKPM) have updated the Indonesian Standard Industrial Classification (KBLI) to encompass the legality of this creative profession, with the regulation now enforced nationwide.

The government undertook this regulatory adjustment in response to the massive growth of digital business and the shifting trend of a social media-based economy that increasingly dominates the country. Previously, the government had classified them as digital business actors utilising social media as a business tool. Consequently, the professions of celebgram, YouTuber, TikToker, influencer, streamer, and podcaster are now officially recognised.

As a result of this policy, many creative industry players are beginning to manage their activities professionally and are seeking to understand what an NIB is in order to legalise their operations.

The official professional classification related to content production for business is stipulated in KBLI 2025, released by BPS in December 2025. Based on BPS Regulation Number 7 of 2025, every business actor included in the KBLI is required to possess this business identity, with the rules for the digital sector officially taking effect from 18 June 2026.

The government is implementing this standardisation to facilitate more transparent tax compliance, the distribution of incentive programmes, and to provide legal protection for both consumers and business actors themselves.

This obligation applies as long as the social media account used contains commercial business activities such as paid promotions and advertising services. For individuals conducting business activities continuously and earning income from them, possessing this document is a protective measure to avoid administrative sanctions, including warnings, temporary suspension, administrative fines, and even revocation of business licences.

Although novice creators who still make content as a hobby may not necessarily require it, this document is important to have as a precaution should their activity one day develop into a professional business.

The aggressively growing digital market demands an equal legal umbrella between conventional business actors and digital creative sector workers. To meet this need, the public must understand in depth what an NIB is, which has now become the official identity for every business entity.

This document is essentially a Population Identification Number (NIK) for a business line, whether in the form of a business entity or sole proprietorship, issued electronically through the Online Single Submission (OSS) institution under the management of the Ministry of Investment/BKPM. The official document takes the form of a unique 13-digit code and is valid for life as long as the business unit remains actively operating.

For content creators, this official identity serves as a sign of business legality and proof that a business activity has been officially registered under the government’s auspices. The document can be used to legalise all business activities related to content production, digital marketing services, influencer marketing, social media management, and other creative activities that generate income.

If a business possesses it, the state considers that business line to be officially licensed and to have legitimate legality to conduct operational activities openly. By holding this integrated legality document, content creators gain valid juridical recognition from the state, which strengthens their bargaining position while providing optimal legal protection rights.

The obligation to possess this document is not merely an instrument of administrative compliance, but an important instrument in developing a creator’s business portfolio. Many formal financial institutions and large corporations are beginning to tighten business cooperation procedures with digital partners.

Benefits of the NIB for social media activists include: Valid Operational Legality, serving as concrete proof that content production activities are protected by law and officially registered with the relevant ministry; Access to Professional Partnerships, facilitating the signing of cooperation contracts with large corporations that require complete formal business legal documents; Ease of Access to Capital, becoming a primary prerequisite for banks and financing institutions in distributing people’s business credit programmes or other capital assistance; and Access to Government Facilities and Mentoring, opening opportunities for local creators to participate in intensive training, competency certification, and state-funded business incubation programmes.

When registering their business identity, social media activists need to select the KBLI code that corresponds to their business unit’s field. Before learning the data input procedure, understanding what an NIB is must be aligned with determining the type of code closely related to each creator’s field of work. Specific code options include: Code 59112 for business actors engaged in video recording or audio-visual content production; Code 73100 for advertising services, including paid promotion activities (endorsement) and sponsored posts; and Code 74909 relevant for talent management or the operation of agencies that manage creators.
