What is Regulated in the Presidential Instruction on Accelerating Food Self-Sufficiency
President Prabowo Subianto has issued Presidential Instruction (Inpres) Number 2 of 2026 on Accelerating Food Self-Sufficiency in the Agricultural Sector to Realise National Resilience and National Independence. This regulation serves as a guideline for ministries and agencies to strengthen domestic production and improve food distribution.
In the policy, the President provides instructions to four leaders of ministries/agencies, namely the Minister of Agriculture, the Minister of Finance, the Head of the State-Owned Enterprises Management Agency, and the Head of the BPI Danantara Executive Agency.
Although they have different tasks, these four ministries and agencies share the same objective. They must accelerate the availability of food from domestic production, improve distribution, and promote sustainable consumption patterns and farming systems.
They are also required to address various obstacles in the food supply chain, from production to distribution. Progress on each programme must be reported to the President periodically.
To support the implementation of this policy, the government has designated funding sources from the State Revenue and Expenditure Budget (APBN) as well as other lawful sources in accordance with applicable laws and regulations.
In the Inpres, the President assigns the Minister of Agriculture to delegate tasks to several state-owned enterprises (SOEs) in the agricultural, agroindustry, and food logistics sectors. The companies included in this delegation are PT Agrinas Pangan Nusantara, PT Agrinas Palma Nusantara, PT Perkebunan Nusantara III, PT Rajawali Nusantara Indonesia, PT Pupuk Indonesia, and Perum Bulog.
Additionally, the Minister of Agriculture is responsible for preparing recommendations for key performance indicators for the assigned SOEs. The Minister also provides considerations in the appointment and dismissal of directors and supervisory boards in those companies.
Meanwhile, the Minister of Finance is tasked with providing financial and technical budgeting support to ensure the programme runs smoothly. This support includes providing the necessary budget for accelerating food self-sufficiency.
The Head of the State-Owned Enterprises Management Agency plays a role in supporting the implementation of tasks assigned to SOEs. This agency also considers recommendations from the Minister of Agriculture regarding performance indicators and follows up on proposals for the appointment and dismissal of directors and commissioners.
Meanwhile, the Head of BPI Danantara is responsible for providing technical support in the operational management of the involved SOEs. This role includes strengthening operational aspects to ensure the food self-sufficiency programme runs effectively.
