What If SPPG Does Not Receive the Rp 6 Million Daily Incentive?
The National Nutrition Agency’s (BGN) policy on incentives for Nutrition Fulfilment Service Units (SPPG), or free nutritious meal kitchens, has attracted public scrutiny. In the Head of BGN’s Decision No. 401.1 of 2025 on Technical Guidelines for the Management of the Free Nutritious Meals (MBG) Programme for the 2026 Fiscal Year, the SPPG facility incentive is set at Rp 6 million per day. The recipients are partner providers of SPPG facilities. Partners are individuals or legal entities that provide facilities for MBG, which could involve collaborations between foundations and individuals or legal entities. “This applies for a period of two years from when the SPPG begins operations, after which an evaluation will be conducted,” states the guidelines. However, recently BGN revealed that they are still providing incentives to 1,720 SPPGs that remain temporarily closed due to sanitation issues. BGN head Dadan Hindayana said the incentives are given because the temporarily closed SPPGs still have several obligations that must be fulfilled. “For those (temporarily closed), they are still given (incentives). Because they have to handle other matters,” Dadan said in Makassar, quoted from Kompas.com on Tuesday (28/4/2026). According to him, the funds are used to support various needs, such as employee training and fulfilling the government-set operational standards before the kitchens resume operations. Most of these SPPGs were temporarily closed because they do not yet have a wastewater treatment installation (IPAL) system and do not yet possess a Hygiene Sanitation Fitness Certificate (SLHS). The closures will be lifted once all requirements are met. “So this IPAL is already in place. I’ve already checked. Some have not registered for SLHS yet. Once they register for SLHS, it will be opened immediately. Well, this one has already registered,” Dadan said.
