What are trained people?

The (government's) plan to establish (a militia of) "trained
civilians" (rakyat terlatih, ratih) is extremely confusing.
Indonesia already has the Armed Forces, including the Police. Do
we also need this militia? If need be, the number of police
personnel can be increased, or a clearer, new institution could
be formed.

We must be cautious regarding various new plans. If these
plans have already taken shape, it will be difficult to revoke
them.
