What are the Details of the New Agreement Between Hamas and Palestinian Factions Regarding the Gaza Ceasefire?
Hamas and several Palestinian factions have agreed on a roadmap for the implementation of the second phase of the ceasefire agreement in the Gaza Strip. The agreement includes a phased process for the inventory and storage of weapons as part of efforts to maintain stability and support the reconstruction of the region.
Egyptian state television reported on Friday (31/7) that this process will commence once the National Committee and the International Stabilisation Force enter the Gaza Strip. The National Committee will be responsible for overseeing the inventory and storage of weapons, monitored by an international verification committee and involving various Palestinian factions.
However, Hamas official Hamad emphasised that his organisation will not implement any part of the agreement if Israel fails to meet its obligations. “Hamas will not implement any part of the agreement if Israeli forces fail to fulfil their obligations,” stated Hampend. He added that disarmament can only take place if Israel withdraws its troops from the Gaza Strip and the reconstruction process of the Palestinian territory genuinely proceeds.
To date, the Israeli government has not responded to the agreement. Meanwhile, US President Donald Trump described the agreement as a success for the Board of Peace, an institution established to oversee the governance of Gaza during the transition period. “This agreement is a significant step towards Gaza finally being managed by a new Palestinian administration working closely with the Board of Peace to assist the Palestinian people. At the same time, Israel will obtain proper security, with Gaza no longer being used as a base for terror attacks,” Trump wrote via the Truth Social platform.
A copy of the agreement document obtained by Al-Jazeera indicates that the disarmament process will begin after the National Committee and the International Stabilisation Force enter the Gaza Strip. Subsequently, the National Committee will lead the inventory and storage process under the supervision of an international verification committee. The document also links disarmament to the phased withdrawal of Israeli forces from Gaza. All weaponry will not be handed over to Israel or any non-Palestinian parties; instead, the National Committee will be the sole authority responsible for storing and controlling all weapons in the Gaza Strip.
A Board of Peace (BoP) official confirmed that Hamas and other Palestinian armed groups will surrender weaponry to the National Committee managing Gaza. Weapons belonging to the police will be surrendered first, followed by the cessation of the use of heavy weaponry until all military activities in Gaza are phased out.
Trump stated that the disarmament process is part of the ceasefire agreement he mediated last October to end the war in Gaza. However, amidst the agreement, violence continues. Israel has reportedly repeatedly violated the ceasefire that has been in place since October 2025. Since then, more than 1,200 Palestinians have been reported killed, while six others, including two children, were among the victims of Israeli attacks on Thursday (30/7).
