What are PBPU and BP Pemda BPJS Kesehatan? How do they differ from PBI JK
BPJS Kesehatan membership status can be checked via the Mobile JKN application. When checking, what does it mean if the membership status reads ‘PBPU and BP Pemda’? What does this mean?
Quoting from an Instagram post by BPJS Kesehatan (@bpjskesehatan_ri), PBPU and BP Pemda (Pekerja Bukan Penerima Upah and Bukan Pekerja Pemerintah Daerah) are the segments of BPJS Kesehatan membership for participants registered by local government and whose contributions are borne by the local government through the APBD.
Different from PBI JK which is for residents who are poor and unable, the designation of PBPU and BP Pemda participants is determined by the local government itself. In other words, the local government wants to protect all people in its area who are not registered with JKN, regardless of economic background.
In short, PBPU and BP Pemda participants:
Participants do not pay monthly contributions
Designation is carried out by the local government
Data is verified through regional mechanisms
Difference PBPU and BP Pemda with BPJS PBI
Although both do not pay their own contributions, PBPU and BP Pemda and PBI JK have important differences mainly from funding sources and designation mechanisms.
According to the mandate of Presidential Regulation 59 of 2024 on Health Insurance, local governments are obliged to support the implementation of the health insurance program. The local government support includes:
Improving coverage achievement in their region
Compliance with contribution payments
Availability of health service facilities and improvement of health service quality
Other supports in accordance with statutory provisions to ensure the sustainability of the Health Insurance program
