What Are Minister Amran's Duties in Food SOEs?
President Prabowo Subianto has granted special authority to Minister of Agriculture Amran Sulaiman to accelerate food self-sufficiency. This authority was given by the head of state to Amran through the issuance of Presidential Instruction (Inpres) No. 2 of 2026 on Accelerating Food Self-Sufficiency in Agriculture to Realise National Resilience and National Independence.
In the regulation issued on 25 March 2026, Prabowo grants three main authorities to Amran over state-owned enterprises in the fields of agriculture, agroindustry, and food logistics. The state companies in question include PT Agrinas Pangan Nusantara (Persero), PT Agrinas Palma Nusantara (Persero), PT Perkebunan Nusantara III (Persero), PT Rajawali Nusantara Indonesia (Persero), PT Pupuk Indonesia (Persero), and Perum Bulog.
What are Prabowo’s mandates to Amran for accelerating food self-sufficiency?
Assignment to Food SOEs
In the Inpres, Prabowo requests Amran to assign tasks to food SOEs in order to accelerate food self-sufficiency in agriculture in accordance with applicable laws and regulations.
Written Recommendations on SOE Performance
Then, Prabowo requests Amran to provide written recommendations on the main performance indicators for the assignment of SOEs in agriculture, agroindustry, and food logistics for accelerating food self-sufficiency in agriculture.
Can Recommend SOE Boards
Finally, President grants Minister of Agriculture Amran the authority to provide written considerations for the appointment and dismissal of Directors, Boards of Commissioners, and Supervisory Boards of SOEs in agriculture, agroindustry, and food logistics.
The Inpres does not specifically mandate the Minister of Agriculture. The President also gives instructions to three leaders of ministries/institutions, namely the Minister of Finance, the Head of the SOE Management Agency, and the Head of the BPI Danantara Implementing Agency.
For example, the Minister of Finance is tasked with providing financial and technical budgeting support to ensure the programme runs smoothly. This support includes providing the necessary budget for accelerating food self-sufficiency.
The Head of the SOE Management Agency plays a role in supporting the implementation of assignments to SOEs. This institution also considers recommendations from the Minister of Agriculture regarding performance indicators and follows up on proposals for the appointment and dismissal of directors or commissioners.
Meanwhile, the Head of BPI Danantara is tasked with providing technical support in managing the operations of the involved SOEs. This role includes strengthening operational aspects so that the food self-sufficiency programme can run effectively.
Although they have different tasks, these four ministries and institutions bear the same goal. They must accelerate the availability of domestic food production, improve distribution, and promote sustainable consumption patterns and farming systems.
They are also asked to resolve various obstacles in the food supply chain, from production to distribution. Every programme development must be reported to the President periodically.
To support the implementation of this policy, the government stipulates that funding sources come from the State Revenue and Expenditure Budget as well as other lawful and non-binding sources in accordance with applicable laws and regulations.
