WFH This Week: Bandung City Government Uses Gercep Attendance App

The Bandung City Government is utilising the Gercep Asik mobile application, an acronym for Gerbang Cepat Akses Sistem Informasi Kepegawaian, for the attendance system of civil servants (ASN) while working from home or WFH.

According to the Head of the Personnel and Human Resources Development Agency (BKPSDM) of Bandung City, Evi Hendarin, the location-based application has been in use since December 2025. “The mechanism is designed to ensure that employee attendance is still recorded accurately and accountably even if they are working from home,” she told Tempo on Monday, 6 April 2026.

The use of the application begins with a registration process. According to Evi, the total number of civil servants in Bandung City is around 22,000, consisting of 15,000 civil servants and contract government employees (P3K), as well as 7,320 part-time P3K. However, not all civil servants will work from home every Friday starting this week.

“About 50 percent must still work in the office,” said Evi. The government’s policy for bureaucrats to work from home is to save on fuel oil consumption due to the surge in energy prices resulting from the war in the Middle East.

Those who must still work in the office are those directly related to public services. According to Evi, these include the regional secretary, regional assistants, heads of agencies and offices, then echelon three officials or administrators such as office secretaries and department heads.

Also, sub-district heads and village heads, employees at the regional general hospital, health laboratory, community health centres or Puskesmas, teachers, educational staff, as well as in the Fire and Rescue Service, Regional Disaster Management Agency, Population and Civil Registration Service, and Transportation Service. Meanwhile, employees working from home are regulated by the head of the agency, for example, administrative staff.

After registering in the application system, Gercep Asik mobile users will be asked to enter personal data with options for employee ID number, username, or email account, followed by entering a password. An alternative for login is through Google or Passkey. After that, according to Evi, the application performs facial recognition on the user. The system will detect the match of the face from the photo data that has been submitted by the user during registration.

“So if they check in using someone else’s face, it won’t work,” said Evi. The next process is to fill in whether the civil servant is present at the office, on official duty outside, or working from home.

Normally, on working days, civil servants will fill in attendance or presence twice. During the implementation of working from home, according to Evi, supervision is tightened with attendance made three times: at the start of work at 07.30, after lunch, and at the end of work at 16.30 WIB. In addition, the application is also equipped with a location validation feature based on coordinate points.

“For WFH, it will be according to the detailed employee home address already listed in the personnel system,” she said. This mechanism also serves to detect manipulation attempts by using fake addresses when filling in attendance.

So far, the Gercep Asik application can be fully accessed by users with Android operating system devices. Meanwhile, for iOS, according to Evi, permission is still being sought from the provider.
