WFH Regulation Every Friday for Civil Servants Officially Takes Effect Today
JAKARTA - A regulation signed by the Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB), Rini Widyantini, regarding Work From Home (WFH) every Friday for Civil Servants (ASN) has come into effect today, although the first WFH session will only take place next week.
The policy takes effect on 1 April 2026, which is this Wednesday (1/4/2026), as stipulated in the Minister of PANRB’s Circular Letter (SE) Number 3 of 2026 on the implementation of official duties for ASN in government agencies.
Although the WFH regulation every Friday for ASN has come into effect, the first Friday for WFH does not fall on Friday, 3 April 2026, the day after tomorrow.
This is because Friday, 3 April 2026, is a public holiday commemorating the Death of Jesus Christ.
“Four working days in a week are carried out in WFO mode and one working day is carried out in WFH mode,” said Rini, as quoted in the circular letter, on Wednesday (1/4/2026).
She emphasised that Personnel Development Officials or agency leaders have the authority to regulate the proportion of employees and the technical mechanisms for implementing WFH according to the characteristics of tasks and public service needs.
“Adjustments are made by considering the characteristics of official duties, government services, and the achievement of individual, work unit, and organisational performance,” she explained.
Agencies are asked to ensure that essential services, such as health, population administration, security, and emergency services, continue to operate optimally and are easily accessible to the public.
In addition, agencies are encouraged to optimise the use of information systems to support digital reporting of employee performance and attendance.
“Provide clear information to the public regarding changes in service mechanisms in accordance with standards,” she stressed.
This policy also forms part of efforts to improve energy and operational efficiency, including restrictions on official travel, optimisation of online meetings, and a reduction in the use of official vehicles by up to a maximum of 50 percent.
The results of evaluations of the policy’s implementation must be reported to the Minister of PANRB no later than the 4th of the following month.
Meanwhile, for local governments, technical guidelines will be further regulated by the Minister of Home Affairs.
