WFH for Civil Servants Takes Effect Today, Warning of Sanctions for Those Failing to Meet Work Targets
JAKARTA - The Minister for State Apparatus Utilization and Bureaucratic Reform (PANRB), Rini Widyantini, has warned civil servants (ASN) to continue fulfilling their performance targets during the implementation of work from home (WFH) every Friday. ASN who fail to meet their performance targets will face disciplinary sanctions in accordance with Government Regulation No. 94 of 2021. “Every ASN is bound by measurable Employee Performance Targets,” Rini stated in her official remarks on Monday (6/4/2026). Rini emphasised that the evaluation of WFH effectiveness must be reported to her no later than the 4th of the following month. “Supervision is conducted through electronic systems, not merely physical attendance. ASN must still work full five days with the same performance targets,” Rini said. In addition, this policy is seen as a driver for accelerating the optimisation of information systems and the integrated use of digital technology at the national level. “The regulatory framework is already in place through Presidential Regulation No. 21 of 2023 on ASN Working Days and Hours, which is elaborated in Minister of PANRB Regulation No. 4 of 2025 on Flexible Implementation of Official Duties in Government Agencies. Meanwhile, the system and digital infrastructure are supported by Presidential Regulation No. 95 of 2018 on Electronic-Based Government Systems,” Rini explained. The Minister of PANRB’s Circular Letter (SE) No. 3 of 2026 has been issued and takes effect from 1 April 2026. “The implementation of work flexibility is carried out effectively according to criteria, supervision, and support for information systems and appropriate use of digital technology,” Rini stated. She stressed that essential public services must continue to operate optimally. Meanwhile, personnel development officials or agency leaders are required to regulate the proportion of employees considering the characteristics of tasks and the type of services provided.
