WFH for Civil Servants Every Friday Deemed to Require Strict Supervision Across All Work Units
Jakarta - The Chairman of the Indonesian Policy Analysts Association (AAKI) and public policy observer, Trubus Rahardiansyah, stated that the implementation of the Work From Home (WFH) policy for Civil Servants (ASN) requires control and supervision across all units. Trubus warned that supervision is needed to prevent ASN from exploiting the policy for weekend holidays. “So, in my view, there is a perspective that with WFH on Fridays, it’s fortunate because it adds a holiday, and they can freely travel outside of work. Of course, the government needs to think about how to ensure strict supervision and also how to maintain the workload,” said Trubus during a discussion titled “Movement for Transforming a New Sustainable Work Culture”, in Central Jakarta, Thursday (2/4/2026). “And this is the task of leaders, heads of work units, who must work strictly to supervise their subordinates to work optimally,” he added. Trubus further noted that the government must also pay attention to ASN in 3T regions (disadvantaged, frontier, and outermost) to ensure public services are not disrupted during WFH implementation. “Especially in remote areas, they must gradually understand ways of working using digital systems,” he said. The policy takes effect from 1 April 2026, which is Wednesday (1/4/2026), as regulated in Circular Letter (SE) of the Minister of PANRB Number 3 of 2026 on the implementation of official duties for ASN in government agencies. Minister Rini explained that government agencies are requested to implement work flexibility with provisions for four days of office work (WFO) from Monday to Thursday, and one day of working from home (WFH) every Friday. “Four working days in a week are carried out as WFO and one working day as WFH,” said Rini, quoted in the circular, Wednesday (1/4/2026). She emphasised that Personnel Development Officials or agency leaders have the authority to regulate the proportion of employees and the technical mechanisms for implementing WFH according to the characteristics of tasks and public service needs. “Adjustments are made considering the characteristics of official duties, government services, as well as individual, unit, and organisational performance achievements,” she clarified. Although the Friday WFH rule for ASN starts to apply, the first WFH Friday does not fall on Friday, 3 April 2026. This is because Friday, 3 April 2026, is a public holiday commemorating the Death of Jesus Christ.
