WFH Every Wednesday with Multi-Layered Oversight in Yogyakarta
The Provincial Government of the Special Region of Yogyakarta (DIY) has established a Work From Home (WFH) policy for Civil Servants (ASN) to be implemented every Wednesday. This provision is contained in Circular Letter (SE) Number B/000.8.6.1/B.6 of 2026 regarding the Implementation of ASN Work Culture Transformation Policy in the DIY Regional Government Environment.
To ensure ASN productivity while working from home, the Head of the Yogyakarta Personnel and Human Resources Development Agency (BKD), Hary Setyawan, stated that a strict supervision scheme will be applied. “We are preparing three layers of supervision to ensure ASN performance during WFH,” said Hary on Monday, 13 April 2026.
He explained that the first layer involves a digital attendance system with biometric verification and geotagging integrated into the Pemda Yogyakarta’s ASN Memayu application. This system uses geofencing with a maximum tolerance radius of 200 metres from the registered residential address in the e-Prima system.
The second layer of supervision focuses on result-based or output-based monitoring. ASN are required to submit concrete work reports that have been verified by their respective superiors. The third layer involves random spot check audits, both physical and virtual, by the WFH Evaluation Team consisting of the Inspectorate, Personnel and Human Resources Development Agency (BKD), and the Organisation Bureau.
Hary emphasised that during the WFH period, ASN are prohibited from leaving their registered address without official duties. If an ASN is found to have minimal workload, a traffic light system will be implemented to evaluate them. The Yogyakarta Government has also established graduated sanctions for ASN whose performance is not optimal while working from home.
He explained that the first violation will result in a written reprimand and a mandatory two-week Work From Office period. If performance continues to decline, it will be entered into the BKD disciplinary record, and the third violation will lead to a 10% deduction in performance allowance for one month up to disciplinary legal proceedings in accordance with PP 94/2021. All violation data will later serve as considerations for future position promotions.
To maintain the sustainability of this programme, the Yogyakarta BKD has prepared several key performance indicators (KPIs) including a minimum 80% programme adoption rate among eligible ASN, and at least 95% output compliance. Additionally, meeting public service standards and energy savings are key indicators, including a minimum ASN satisfaction rate of 3.8 out of 5. If in the first month three out of five KPIs are not met, the WFH scheme will be adjusted, for example, by reducing the participant quota or changing the day.
According to Hary, evaluations in the second and third months will determine whether this policy continues, undergoes fundamental revision, or is temporarily suspended based on sentiment analysis from the public and employees.
Meanwhile, the Secretary of the Regional Government (Sekda) of Yogyakarta, Ni Made Dwipanti Indrayanti, stated that the selection of WFH every Wednesday has several objectives. First, to accommodate the Ministry of Home Affairs’ instructions which not only regulate WFH but also efforts to reduce fuel oil (BBM) consumption through the Car Free Day (CFD) programme.
“In the Minister of Home Affairs’ SE, it not only regulates WFH but must also consider policies such as CFD (Car Free Day) and others. If WFH is combined with CFD on Friday, it would be difficult to manage,” said Made. Secondly, scheduling WFH on Wednesday will be more effective in avoiding the impression of a long holiday if implemented on Friday close to the weekend.
