West Sumatra Receives Additional Rp534 Billion in Regional Transfer Funds, Task Force Ensures Oversight
The Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) for Sumatra continues to oversee the utilisation of the additional Regional Transfer (TKD) funds in disaster-affected areas. This includes providing assistance to ensure that every rupiah of the allocated budget can be optimally used without delay.
This was carried out through a coordination meeting and technical assistance on the implementation of the additional TKD, held on 20–22 July 2026 in West Sumatra Province. The activity involved the West Sumatra Provincial Government, the Padang City Government, the Tanah Datar Regency Government, and all regional apparatus receiving the additional TKD.
The event served as a joint forum to align steps, identify challenges, and accelerate the implementation of recovery programmes in the field. West Sumatra received an additional TKD allocation of Rp 534 billion, which has been fully disbursed to the Regional General Cash Account (RKUD).
Agus Fatoni, Director General of Regional Financial Management at the Ministry of Home Affairs, emphasised that disaster-affected regional governments need to focus the use of the additional TKD on rehabilitation and reconstruction activities, whilst non-affected regions are directed to strengthen disaster mitigation and preparedness programmes.
He also requested that every programme implementation have measurable indicators, targets, objectives and outcomes, supported by risk-based supervision by the Government Internal Supervisory Apparatus (APIP).
As a follow-up, the Ministry of Home Affairs together with the PRR Task Force will continue to carry out periodic monitoring, evaluation and assistance through coaching clinics and field visits.
This step is expected to accelerate the resolution of various technical obstacles whilst ensuring that development proceeds in accordance with technical guidelines, reaches the right targets, and delivers optimal results for the public.
“In addition, regular coordination meetings (online and offline) will be held to identify obstacles faced by regional governments and provide alternative solutions,” said Agus Fatoni in a written statement on Friday (24/7/2026).
To date, the realisation of budget utilisation stands at around 2.14 percent. The PRR Task Force views this achievement as an early stage of programme implementation that must continue to be accelerated so that its benefits can be felt quickly by affected communities.
The coordination results show that the acceleration process still faces several stages that must be completed, ranging from finalising damage inventories and adjusting regional budgets, to setting handling priorities in line with dynamic field conditions.
Through the assistance provided, the PRR Task Force and regional governments continue to push for the acceleration of administrative and technical aspects so that implementation of activities can proceed more optimally.
In Padang City, the additional TKD allocation reaches Rp 371.85 billion with realisation of Rp 45.49 billion, or around 12 percent. The budget is focused on infrastructure development, the education sector, health, and post-disaster rehabilitation. One shared priority is accelerating the normalisation of rivers with sedimentation volumes of around 2 million cubic metres to reduce future flood potential. Its completion continues to be pursued through regulatory strengthening and cross-sector coordination.
Meanwhile, Tanah Datar Regency received an additional TKD of Rp 126.87 billion with realisation of around 7 percent. The budget is being used for basic infrastructure development, irrigation network rehabilitation, roads and bridges, permanent housing construction (huntap), disaster management, and community economic recovery as part of sustainable efforts to rebuild residents’ livelihoods.
The Tanah Datar Regency Government targets the completion of 79 permanent housing units by September 2026. The construction process runs alongside various mitigation programmes, including the construction of six Sabo Dam points and permanent bridges to restore regional connectivity whilst improving protection for communities against similar disasters in the future.
As part of these acceleration efforts, the PRR Task Force reminded all regional governments receiving the additional TKD in West Sumatra to immediately optimise budget implementation in accordance with Circular Letter of the Minister of Home Affairs Number 900.1.3/1084/SJ through adjustments to Regional Head Regulations.
The budget is expected to be prioritised for rehabilitation, reconstruction and disaster preparedness activities, whilst upholding accountable, effective governance in compliance with prevailing laws and regulations.
