West Sumatra Receives Additional Rp534 Billion in Regional Transfer Funds, Task Force Ensures Oversight

The Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) Post-Disaster Sumatra continues to oversee the utilisation of additional Regional Transfer Funds (TKD) in disaster-affected areas. This includes providing assistance to ensure that every rupiah of the allocated budget can be utilised optimally and immediately. This was realised through a coordination meeting and technical assistance for the implementation of the Additional TKD held on 20-22 July 2026 in West Sumatra Province. The activity involved the West Sumatra Provincial Government, the Padang City Government, the Tanah Datar Regency Government, and all regional apparatus recipients of the additional TKD. The event was held as a joint forum to align steps, identify challenges, and accelerate the implementation of recovery programmes on the ground. West Sumatra received an additional TKD allocation of Rp534 billion, which has been fully disbursed to the Regional General Cash Account (RKUD). Director General of Regional Financial Development at the Ministry of Home Affairs, Agus Fatoni, stressed that affected regional governments need to focus the use of the Additional TKD on rehabilitation and reconstruction activities, while unaffected regions are directed to strengthen disaster mitigation and preparedness programmes. He also requested that every programme implementation have measurable indicators, targets, objectives, and achievements, supported by risk-based supervision from the Government Internal Supervisory Apparatus (APIP). As a follow-up, the Ministry of Home Affairs together with the PRR Task Force will continue to carry out monitoring, evaluation, and periodic assistance through coaching clinics and field visits. This step is expected to accelerate the resolution of various technical obstacles while ensuring that development implementation proceeds according to technical guidelines, is on target, and provides optimal results for the community. ‘In addition, we also hold regular coordination meetings (online and offline) to identify obstacles faced by regional governments and provide alternative solutions,’ said Agus Fatoni in a written statement on Friday (24/7/2026). To date, the recorded budget utilisation realisation is approximately 2.14 percent. The PRR Task Force views this achievement as the initial stage of programme implementation that needs to be continuously accelerated so that the benefits can be immediately felt by the affected community. Coordination results show that the acceleration process still faces a number of stages that must be completed, ranging from the completion of damage inventories, adjustments to the Regional Budget (APBD), to the determination of handling priorities according to dynamic field conditions. Through the assistance provided, the PRR Task Force together with regional governments continues to encourage the acceleration of administrative and technical aspects so that the implementation of activities can run more optimally. In Padang City, the additional TKD allocation reached Rp371.85 billion with a realisation of Rp45.49 billion, or about 12 percent. The budget is focused on infrastructure development, education, health, and post-disaster rehabilitation. One priority of common concern is the acceleration of river normalisation with a sedimentation volume of around 2 million cubic metres to reduce the potential for future flooding. Its completion is being pushed through strengthened regulation and cross-sector coordination. Meanwhile, Tanah Datar Regency received an additional TKD of Rp126.87 billion with a realisation of around 7 percent. The budget is utilised for basic infrastructure development, rehabilitation of irrigation networks, roads and bridges, construction of permanent housing (huntap), disaster management, and community economic recovery as part of efforts to rebuild residents’ lives sustainably. The Tanah Datar Regency Government is targeting the completion of 79 permanent housing units by September 2026. The construction process runs in parallel with various mitigation programmes, including the construction of six Sabo Dam points and permanent bridges to restore regional connectivity while enhancing community protection from similar potential disasters in the future. As part of the acceleration efforts, the PRR Task Force reminded all additional TKD recipient regional governments in West Sumatra to immediately optimise budget implementation in accordance with the Minister of Home Affairs Circular Letter Number 900.1.3/1084/SJ through adjustments to Regional Head Regulations. The budget is expected to be prioritised for rehabilitation, reconstruction, and disaster preparedness activities while upholding accountable, effective governance in accordance with statutory provisions.
