West Sumatra Police Director Reaches Peace with Assault Victim
The Director of General Criminal Investigation (Direskrimum) of the West Sumatra Regional Police, Senior Commissioner Teddy Fanani (TF), has escaped the threat of criminal charges after the family of Bill Irzano, the victim of the assault allegedly committed by the officer, agreed to a peace settlement.
In addition to avoiding criminal prosecution, Senior Commissioner TF has also avoided ethical sanctions because the West Sumatra Police decided not to pursue the case.
“Today there has been a peace statement. The report has also been withdrawn. With that, of course, we conclude the matter,” said Deputy Chief of West Sumatra Police, Brigadier General Solihin, in a statement to journalists in his office on Monday (10/8).
Solihin was accompanied by the Head of Internal Affairs, Senior Commissioner Siswantoro, and the Head of Public Relations, Senior Commissioner Susmelawati Rosya.
“Including the report to Internal Affairs as well,” added the former Deputy Chief of Bengkulu Police.
Solihin said his office would remain open and transparent in handling every case involving its members.
“We remain open and transparent. The Chief of Police has been firm: whoever violates the rules, whoever does wrong, whether of high or low rank, there will be sanctions. Everyone is equal. In Senior Commissioner TF’s case, because the report has been withdrawn, it is settled. But as a member of the force, there will still be a warning and a note on his record,” he said.
He also conveyed an apology to the entire community of West Sumatra who were disturbed by the commotion.
“On behalf of the Chief of Police, we apologise to the entire community of West Sumatra for all the commotion and discomfort. This is a very valuable lesson for us, and for me as well. We must act more wisely. Control our emotions, control ourselves and control our behaviour,” said the Deputy Chief.
The peace agreement between the alleged assault victim and Senior Commissioner TF was signed during a meeting on Monday morning. The agreement was then supplemented with a letter requesting the withdrawal of the police report and the complaint report to the West Sumatra Police Internal Affairs Division from the victim, Bill Irzano.
“The peace was reached because I wanted to set an example for my two children not to hold grudges over an unexpected incident. Grudges only bring inner wounds to any party, and peace is created from the deepest heart. May every good deed return to us. And may this case be a lesson for us all,” wrote Susi Suzanna, Bill Irzano’s parent, on her social media account.
Previously, Bili, the victim of the assault by the Director of General Criminal Investigation of the West Sumatra Police, Senior Commissioner Teddy Fanani (TF), had officially reported the case to the Internal Affairs Directorate and the West Sumatra Police Service Centre.
The report was recorded under number LP/B/218/VIII/2026/SPKT/Polda Sumatera Barat. The reported incident was an alleged criminal act of assault under Article 456 paragraph 1 of Law 1/2023.
The assault occurred on Jalan Adinegoro, Lubuk Buaya, Padang, on Friday (7/8) at around 10.20 a.m. Western Indonesia Time.
The incident began when Bill Irzano, the complainant, was on his way to pick up the Head of the National Library of Indonesia at Minangkabau Airport. Bill works daily as a contract employee at the Library and Archives Office of West Sumatra Province.
Bili, as he is known, was driving an official government vehicle with red plates, BA 1163 B, and overtook a police official vehicle with plate number 9-III from the left side. This action allegedly startled and angered the driver and passenger of the police vehicle.
The police vehicle then turned on its strobe lights and siren and chased the car driven by Bill. Bill stopped, got out and intended to apologise.
From the police vehicle, a man wearing a grey shirt quickly got out. The man was later identified as the Director of General Criminal Investigation of West Sumatra Police, Senior Commissioner Teddy Fanani. Another man, believed to be a staff member or aide, also got out with him.
“At that time, a man I did not know, who also got out of the car wearing a light blue shirt, came straight up to me and pushed me,” Bill added.
Senior Commissioner TF also approached and immediately threw a punch, but at that moment Bill managed to block it with his left hand.
Afterwards, another man who had also got out of the police vehicle came over and put his right arm around Bill and led him towards the back of the car.
At that point, TF threw another punch to the face, causing bruising and swelling on the left side of the victim’s face, and breaking his glasses.
“I had already apologised, but he still hit me. ‘Sir, Bill apologises for overtaking your journey,’ but he kept hitting. After that he gave no response and just left,” he added.
