West Pasaman signs grant agreement for integrated national school
The West Pasaman Regency Government, West Sumatra, has signed a Regional Grant Agreement (NPHD) regarding land for the implementation of the Integrated National School (SNT) programme in collaboration with the Ministry of Primary and Secondary Education.
“The NPHD was signed on Thursday (30/7) in Tangerang, Banten, alongside the Ministry of Primary and Secondary Education. We hope the SNT will soon be established in West Pasaman,” said the Regent of West Pasaman, Yulianto, in Simpang Empat on Saturday.
According to the Regent, West Pasaman is recorded as one of 16 regencies/cities in Indonesia that have completed all administrative requirements for the construction of the SNT. He noted that the SNT programme is an implementation of Presidential Instruction Number 10 of 2026, which aims to establish centres of educational excellence in various regions across Indonesia.
As a demonstration of readiness, the West Pasaman Regency Government has provided 20 hectares of land in Muara Kiawai, Gunung Tuleh District. The land is held under freehold status and is certified in the name of the local government. The location proposed by the West Pasaman government previously underwent assessment and field verification by a team from the Directorate General of Early Childhood, Primary, and Non-formal and Informal Education under the Ministry of Primary and Secondary Education. The verification results declared the site suitable for the priority construction category for the SNT in 20226.
The Regent described the SNT programme as an integrated educational zone that will be equipped with modern facilities, including classrooms, dormitories, sports facilities, laboratories, libraries, and various other supporting infrastructure. In 2026, the central government targets the construction of SNTs in 37 regencies/cities, with a budget allocation of approximately Rp250 billion to Rp300 billion per region, fully funded by the State Budget (APBN) through the Ministry of Primary and Secondary Education.
The physical tender process is targeted to begin in October 2026, once all administrative and technical requirements are declared complete. Out of the 12 required documents set by the ministry, the West Pasaman Regency Government has fulfilled most provisions. Currently, two documents remain in the final stages of completion: the land subdivision certificate and the Spatial Planning Conformity (KKPR) document.
He emphasised the local government’s commitment to aligning all technical and administrative aspects to ensure construction proceeds according to schedule. “This is a great opportunity for West Pasaman. We are ready to complete all remaining requirements. The presence of the SNT is expected to expand community access to quality education while producing a superior and competitive generation,” he expressed.
He assessed that the construction of the SNT is not only a long-term investment in human resources but will also provide a positive impact on the regional economy. “We want the children of West Pasaman to have access to excellent education without having to leave the region. The SNT will serve as a modern educational centre that remains rooted in local culture. Furthermore, its construction will create jobs and increase activity in the service and trade sectors in the Muara Kiawai area,” he added.
