Wasior (ANTARA) - The West Papua Regional Police have introduced a simulation of the Urban Security System (Sispamkota) to boost personnel preparedness in handling anarchic demonstration actions, thereby preventing potential disruptions to public security and order (kamtibmas). Acting Head of Public Relations for the West Papua Regional Police, Senior Commissioner Pol Gadug Kurniawan, stated in Manokwari on Thursday that the simulation is part of the National Police’s efforts to enhance personnel professionalism in facing field dynamics, particularly in managing protest actions to avoid kamtibmas disturbances. “Personnel readiness to face various situations, including protests that may develop into anarchic ones. In every handling, we prioritise a humane, professional approach in accordance with legal provisions,” he said. He explained that the simulation held on Thursday was directly witnessed by the Head of the West Papua Regional Police, Inspector General Pol Alfred Papare, along with main officials, as a form of support for improving personnel capacity. The simulation series began with a scenario of intelligence information regarding a planned protest action by a group of people at the government centre, followed by a coordination meeting to determine security steps. However, as the situation developed, the protesting crowd in the simulation began to heat up by pushing against officers and attempting to breach barricades, prompting the field commander to escalate the security status. “So, if the situation changes or becomes more tense, the Dalmas (crowd control unit) is deployed first,” he said. He added that when the situation becomes increasingly uncontrollable and the crowd acts anarchically, personnel take firm and measured actions in accordance with procedures, still using crowd control equipment such as shields, helmets, batons, and tactical vehicles. The simulation concluded with troop consolidation and evaluation by the operation leaders, emphasising the importance of inter-functional synergy, adherence to standard operational procedures (SOP), and upholding human rights principles. He also stressed that synergy between the police, related agencies, and community participation is a key factor in maintaining a safe and conducive kamtibmas situation in West Papua. Through this simulation, it is hoped that all West Papua Regional Police personnel can understand their respective roles and responsibilities and act quickly, accurately, and professionally in facing potential security disruptions in the field.
