Manokwari (ANTARA) — The West Papua Provincial Government has launched a portal and executive dashboard to provide integrated data as a basis for development planning that better reflects the needs of the region and its residents.

West Papua Governor Dominggus Mandacan said in Manokwari on Thursday that two connected digital services are available: the Papeda portal (papeda.papuabaratprov.go.id) and the executive dashboard (dashboard-eksekutif.papuabaratprov.go.id).

“The Papua Barat Satu Data portal, or Papeda, helps the region prepare plans, track development outcomes and determine follow-up actions,” Dominggus said.

He said making full use of data would help local government identify residents who had not received services and pinpoint development gaps in coastal, island and mountainous areas.

All regional government agencies (OPDs) are required to use Papeda for planning, budgeting and evaluation so that programmes are based on clearly identified problems, target areas, beneficiary groups and outcomes.

“However, data must be interpreted alongside knowledge from the field and dialogue with the community,” Dominggus said.

The governor added that disaggregated data should take into account the needs of Indigenous Papuans (OAP), women, people with disabilities and residents of areas where transport access is difficult.

Each provincial agency must appoint a data steward, complete priority datasets with detailed information and update them regularly to ensure their quality.

“If data are not yet available, say so openly so that the issue can be addressed promptly,” he said.

The governor tasked the regional secretary with coordinating follow-up across agencies, while the Department of Communication and Informatics will act as the data custodian, with guidance from Statistics Indonesia (BPS).

Agency heads are responsible for providing and updating data, while the regional One Data forum will ensure that follow-up is carried out in accordance with regulations.

“I urge district governments to increase data exchange with the province gradually by aligning definitions and reference codes,” Dominggus said.

West Papua’s Head of the Department of Communication, Informatics, Encryption and Statistics, Frans Pieter Istia, said the launch of the portal and executive dashboard formed part of the transformation towards data-driven governance.

Development of the digital ecosystem began in November 2025. It had been due to launch in May 2026 but was postponed because the portal and dashboard had not yet been populated with data from each agency.

“The portal being launched is the result of recommendations from the regional One Data forum, and was subsequently supported by SKALA. This is collaborative work across agencies,” he said.
